Country Briefs

Each participating nation shall be presenting a Country Brief on Day 1 (Tuesday 6th June) of the Seminar. Each brief shall last 10-15 minutes. The scope of the brief is to include:

  • Background and development of Naval Health Services.
  • Structure of Naval Health Services.
  • Facilities and resources.
  • Diving and operational support capabilities.
  • Healthcare issues and challenges.
  • Areas for medical collaboration with other WPNS countries.

Abstracts. Abstracts are to be sent to the Medical Subcommittee by 20th May 2006.

Oral Presentations

Oral Presentations are invited from delegates (doctors, nurses, paramedics and diving medical technicians).

Duration. Each presentation shall last 20 minutes (15 min presentation + 5 min Question and Answer).

Topics. We invite presentations of specific topics in these general areas (but not limited to):

  • Diving Medicine and Diving Physiology.
  • Naval Health.
  • Shipboard Medicine.
  • Submarine Medicine.
  • Aviation Medicine.

Presentation Types. Presentations shall be of various types, including

  • Reviews of specific topics.
  • Original papers / research papers.
  • Case reports, case series.
  • Surveys.
  • Lessons learnt from missions, exercises, operations, clinical experiences etc.

Abstracts. Abstracts are to be sent to the Medical Subcommittee by 20th April 2006. Call for abstracts and format are attached.

Protocol Workshop

WPNS nations vary in their medical protocols for managing diving cases. Each nation is unique in their rationale and experience in adopting a particular protocol. The Protocol Workshop aims to compare clinical protocols from various WP nations and learn the rationale behind it.

The Protocol Workshop shall be conducted on Day 5 (Friday 9th June) of the Seminar.

Topics. Four topics are selected for discussion:

  • Syndicate 1: Fitness to Dive.
  • Vision Standards (including standards and policies on eye surgery, visual acuity, colour vision etc).
  • Patent Foramen Ovale (PFO).
  • Syndicate 2: Treatment of Decompression Sickness and Arterial Gas Embolism in Remote Areas.
  • Syndicate 3: Submarine Escape Protocols.
  • Syndicate 4: (Nurses, Paramedics and DMT): Emergency and Resuscitation Equipment in Diving Emergencies.

Conduct.

Each topic shall be discussed (with 7-13 persons each syndicate) for 1 hour concurrently, followed by presentations by each syndicate (45 minutes presentation and 15 minutes for questions and answers).

Summaries of comparisons and conclusions by the syndicates shall be collected and distributed as workshop proceedings by the end of the Seminar.

Visits to Naval Health and Naval Diving Facilities

Visits to the RMN Diving Centre (KD DUYONG) and the Institute of Underwater and Hyperbaric Medicine, Armed Forces Hospital Lumut shall be done on Day 4 (Thursday 8th June) of the Seminar.

Participants shall tour the diving facilities in RMN Base Lumut with demonstrations of the local diving techniques and equipment. Participants shall also visit the Armed Forces Hospital Lumut and its Institute of Underwater and Hyperbaric Medicine.

Medical Exercise

The Medical Exercise shall be conducted on Day 4 (Thursday 8th June) of the Seminar. Participants shall be given the opportunity to have hands-on experience in managing diving emergencies in 3 different evolving scenarios. Joint management of these cases provides will highlight the differing approaches and initiate discussion.

Venue. Institute of Underwater and Hyperbaric Medicine, Armed Forces Hospital Lumut.

Scenarios.

  • Scenario 1: Recompression management with complications during treatment.
  • Scenario 2: Recompression of a critically ill patient.

Conduct.

Each scenario lasts 30 minutes followed by a 15 minutes debrief. Participants will then swap scenarios in a round-robin manner. Each syndicate will be given the opportunity to participate in 2 scenarios.

A summary video debriefing shall be done on 0800H, Friday 9th June.
